The Reorganization of Welfare Regime and the Change of Status of Family in Korea and Japan: A Focus on Socialization of Elderly Care

Abstract
The purpose of this study is to examine how the role of family as primary care giver is changing while the public elderly care system has recently been improved and expanded in Korea and Japan, focusing on socialization of elderly care in the process of reorganization of family-oriented welfare regime. For this reason, two paths, ¡°socialization of care work¡± and ¡°socialization of care cost,¡± were presented as a socialization process of elderly care in the reorganization of family-oriented welfare regime in Korea and Japan. Also, the degree of ¡°Familialization¡± or ¡°Defamilialization¡± changed from the past burden of elderly care by family through construction of elderly care system in both countries is analyzed empirically, with a focus on the policy measures such as ¡°expansion of public elderly care service¡± (benefit in kind) and ¡°payments for elderly care by family¡± (benefit in cash) as a means of national intervention scheme in this process. In addition, the way how ¡°national intervention in unpaid family care¡± is carried out is examined together with aspects of ¡°Familialization¡± and ¡°Defamilialization.¡± Through these analyses, this study will try to find out what implications are given by the change of ¡°family¡± as primary care giver in the process of reorganization of family-oriented welfare regime in both countries
